Documents for Admission of Foreign Citizens

To apply, the following documents are required:

• The original identity document and a notarized translation into Russian
• The original education document and its supplement, along with notarized translations into Russian
• The original certificate of recognition of the foreign education document (if required by Russian law)

You can check whether recognition is required on the website of the Federal Center for Educational Legislation

• Legalization of the education document (if required by Russian law).

You can check whether legalization is required on the website of the National Information Center (National Accreditation Agency)

• 4 photos (3×4 cm) - for applicants who take entrance exams organized by the university.

Important notes:

• Applicants cannot submit foreign education documents without recognition, unless recognition is not required by law or international agreements.
• Applicants cannot submit documents without legalization (consular legalization or apostille), unless not required by law or international agreements.
• If documents are submitted incorrectly, the University will return them according to the method specified in the application.

Expert evaluation of education documents

Before submitting documents to the Admission Office, foreign applicants whose education documents do not require recognition or legalization must still undergo evaluation at the Expert Center for Evaluation of Educational Documents. They must provide the original expert conclusion or its electronic version.

Important:

A citizen of the Russian Federation with dual or multiple citizenship is considered only a Russian citizen by the Russian Federation, regardless of place of residence. The only exceptions are those set out in federal law or in international agreements of the Russian Federation (according to Item 1 Chapter 2 of the Federal Law No. 138-FZ from 28.04.2023).

Foreign applicants are admitted based on entrance exams conducted by the University (no Unified State Exam required).

If a foreign applicant has passed the Unified State Exam in Russia within the last 4 years prior the admission:

• results must be provided
• the applicant cannot retake university exams in those subjects
  

Programs:

Secondary vocational education (college): no entrance exams
Bachelor’s degree: online tests in the Russian language
Master’s degree: online tests in the Russian language
Postgraduate (PhD): interview (in person)

• The contract is signed at the Admissions Office 
  Payment is made at the University cashier or via the bank

Admission of individuals to fee‑paying study places is carried out as groups are formed, subject to the submission by applicants of original copies of the relevant documents and provided that they:

• meet the admission requirements established by the legislation of the Russian Federation, the Charter, and the local regulatory acts of the University
  
• have entered into an education agreement for studies under a secondary vocational education (college) programme or a higher education programme;
  
• have made the payment for the first semester of studies within the timeframes specified in the agreement.
  

Education at the University is conducted in the Russian language.
