Immediately after paying for the tuition and signing the education agreement, the student must report to Office I-22 with the following documents:

  • passport
  • migration card (except for citizens of the Republic of Belarus)
  • a detachable part of the migration registration notification form (registration)
  • voluntary medical insurance policy
  • an education agreement (if already received)

If available:

  • documents confirming the medical examination, fingerprinting and photographing
  • residence permit

Rules of entry, registration for migration, and stay established by the legislation of the Russian Federation for foreign citizens

1. When crossing the state border of the Russian Federation, the applicant receives a migration card form (with the exception of citizens of the Republic of Belarus). International students mark the word "УЧЕБА" ("STUDY") in the destination field of their migration card and carefully check the spelling of their last name, first name, patronymic (if any), date of birth, and identity document number. These data must match the student's data specified in the education agreement.

When entering the Russian Federation before the enrollment order is issued, it must be remembered that the period of temporary stay in the Russian Federation of a foreign citizen may not exceed 90 days in total during one calendar year.

The period of stay can be extended after the release of the enrollment order (subject to medical examination, fingerprinting and photographing), if all necessary documents are submitted to the Student Personnel Department (Office I-22) no later than 20 working days before the end of the current period of stay.

Starting from June 30, 2025, foreign citizens with visa-free entry will need to fill out an entry application in the mobile application ruID in advance. Detailed information is available on the Public Services Portal 

2. Within 24 hours after entering the Russian Federation, the student must inform about the arrival:

- the specialists of the Student Personnel Department (Office I-22) by presenting the original or sending a scanned copy of the migration card to the e-mail instudent.sok@spbacu.ru

- the academic department of the college, the dean's office of the Institute or the graduate school department.

3. New rules for issuing SIM cards for foreign citizens:

- From January 1, 2025 foreign citizens can issue SIM cards only in person after confirming their identity in the Unified Biometric System.

4. After entering St. Petersburg, the student must register for migration in accordance with the deadlines established by law and provide the detachable part of the received notification form for migration registration (registration) to the specialists of the Student Personnel Department:

5. Provision of medical documents:

A standard medical certificate stating the absence of contraindications for studying in the Russian Federation with a note on the results of an HIV test (or a medical certificate) and fluorography. A medical certificate can be issued in your home country. The main requirement is its validity on the territory of the Russian Federation. The certificate must be translated and certified.

! A voluntary medical insurance policy for the entire period of stay in the territory of the Russian Federation with an insurance amount of at least 500 000 Russian Rubles, providing for the provision of:

  • emergency primary health care in outpatient settings (initial, repeated treatment for urgent indications to specialist doctors: internist, surgeon, gynecologist, urologist, traumatologist, neurologist, otolaryngologist, ophthalmologist); instrumental diagnostics: X-ray, ultrasound diagnostics, electrocardiography (ECG); laboratory research methods: general clinical, biochemical; examination of temporary disability (issuance of a sick leave); minor surgical and traumatological interventions and manipulations performed for urgent indications on an outpatient basis, including the cost of bandages and plaster fixings; professional examinations by specialists (therapist, surgeon, neurologist, otolaryngologist, ophthalmologist, gynecologist), clinical blood test, general urinalysis, PH; barrier medical examination (no more than 1 time): examinations by specialists (therapist (pediatrician, infectious diseases specialist), surgeon, gynecologist/urologist), clinical blood test, general urine test, blood test for F.50, for MD, stool examination for I/gl, lung PH; medical examination for admission to physical education (examination by a general practitioner/doctor-pediatrician, performing an ECG with a load)
  • emergency inpatient care (stay in a multi-bed room in a hospital; treatment and supervision by the attending physician in the department; specialist consultations; laboratory diagnostics; instrumental diagnostics; drug treatment; anesthetic aids; surgical interventions; intensive care unit)
  • repatriation services (repatriation to the country of permanent residence if there are medical indications; repatriation of remains).

The list of insurance companies providing voluntary medical insurance, including the necessary medical services within the insured amount (at least 500 000 Russian Rubles):

  • VSK
  • Rosgosstrakh
  • KPK-Insurance
  • Ingosstrakh
  • Russian Insurance Society EUROINS and others.

The student is obliged to extend the voluntary medical insurance policy in a timely manner and provide copies of supporting documents to the Student Personnel Department (Office I-22).

6. All foreign citizens (except citizens of the Republic of Belarus and students with a permit for the temporary residence and the permanent residence permit) must undergo mandatory medical examination, fingerprinting and photographing procedures within 90 calendar days from the date of entry into the Russian Federation. International students must undergo a medical examination annually and submit the relevant documents to the Student Personnel Department (Office I-22).
